ABSTRACT

A frequent criticism of development cooperation is that it produces only a relatively small amount of tangible success and that many of the financial resources introduced are inefficiently used. The instruments and actions adopted according to special project management methods can, depending upon the sphere of deployment and the complexity of the individual project, involve different substantive points of emphasis and processes. Since the concept of a “project” covers an extremely broad spectrum of demarcations, it is necessary to define the major common denominators. The functional dimension deals with the question of what is to be done within the framework of the project. The personnel, psychological and social dimension is concerned with the need to employ the right personnel and where necessary in specific cases to ensure their improved further training. The instrumental dimension represents the various techniques and instruments in connection with project management.
