ABSTRACT

In the United Kingdom, for instance, the integrity of the government and its advisers, of the processes by which the case for war against Iraq was prepared and presented, and of the intelligence services, the BBC, Parliament and other institutions has become a focus of controversy. Since the end of the Iraq War, the United States and its coalition partners have struggled to quell an insurgency and avoid the country’s political fragmentation. The United States strove in the immediate post-Cold-War years to establish an order possessing extensive international legitimacy. Order depended upon a shared respect for legitimacy and a shared perception of the order’s legitimacy. Pakistan has acknowledged that its leading nuclear scientist had played a major part in transferring enrichment technology to Iran, Libya and North Korea, although concerns remain over the Pakistani government and security services’ relationship to Khan’s network.
