ABSTRACT

This chapter illustrates the possibilities for, and limitations on, transforming draft legislation as it passes through the Houses of Parliament. John Wright is a full-time worker for the Independent Panel for Special Education Advice (IPSEA), one of the groups which sustained an active campaign to secure amendments to the 1992 Education Bill. He begins by describing the work of IPSEA, which includes a concern to influence education law. Some of IPSEA’s proposed amendments to the Education Bill were successful and others were not. The chapter concludes by acknowledging those who have supported IPSEA and by outlining IPSEA’s priorities for the rest of the 1990s.
