Policy continuity and progress in the reform of post-compulsory and higher education †

Various developments in public policy throughout the late 1980s and the 1990s have opened up possibilities for a more far-reaching reform of post-secondary education than might otherwise be anticipated in an adverse economic climate. Prospects for greater flexibility and mobility for students within further, adult and higher education have been significantly improved by an understanding that the expansion of opportunities in higher education must be closely linked to greater participation throughout the post-compulsory sector generally.
