While settlements by definition are the product of outside influence on the community, the Community Association movement, which first became important in the inter-war years, had much more varied origins. In some cases development of community associations was stimulated from outside, particularly in new housing estates. Sometimes this represented the extension of the work of a settlement into an area to which families known to it were being moved. In other cases the associations developed spontaneously.
