ABSTRACT

Voting is to be done by a show of hands, but candidates on whose nomination a vote is taken shall not be present whilst such a vote is taken. The number of votes counted for each candidate shall be recorded in the

minute book, those candidates with the greatest number of votes being declared elected. (15) The A.C.M. shall be elected by adult members of the V.A. every three years, or earlier if the A.C.M. should resign. The A.C.M. shall nominate a temporary A.C.M. if he is unable to attend Committee Meetings or such other meetings as may be called for a period in excess of twelve months. (16) The A.C.M. shall have the same voting rights as any member of the V.A. except as they may otherwise be provided for in these rules but shall not derive any personal or other benefits, directly or indirectly, from any funds or assets accruing to the members of the V.A. The functions of the A.C.M. shall be merely to advise and guide members of the V.A. in regard to the disposal, investment or distribution of any funds accrued to individual members of the V.A. (17) Neither the A.C.M., Committee Members or the Chairman shall receive any monetary or other kind of payment or reward for acting in their respective capacities. (18) If at any Committee Meeting or Annual Meeting or Special Meeting a matter is agreed upon by a majority of members but opposed by the A.C.M. then before such a decision can be acted upon a second meeting shall be called approximately thirty days from the first meeting and another vote taken on the issue which was opposed by the A.C.M. If the A.C.M. still votes against the majority of members at the meeting above referred to, a third meeting shall be called within approximately thirty days and another vote taken on the same issue. A simple majority decision of members will then prevail on the issue which on two previous occasions had been voted on. (19) A similar procedure shall be adopted in the event of the A.C.M. recommending to Committee Members or the Annual Meeting or a Special Meeting any matter which is however rejected by a majority of members. Again when the third vote is taken with simple majority vote of members shall prevail. (20) (i) Candidates for election as A.C.M. shall be nominated by at least six members of the V.A. (ii) Elections to fill the vacancy of A.C.M. shall be held at the Annual Meetings in 1960, 1963 etc., at three-yearly intervals. (21) The First Annual Meeting of the V.A. shall be held in January 1957 or as soon thereafter as possible to

(a) vote on, amend, if necessary, and adopt this constitution (b) to elect the Chairman and Committee Members, the present

Advisory Committee Member being declared elected (c) to conduct such other business as may be necessary.
