The Administrative Staff College: its Curriculum and Orientation

As was mentioned briefly in the previous chapter, the idea of the Administrative Staff College had originated in the late nineteenthirties although it was not until October 1945 that the college was incorporated as a company limited by guarantee, with a Court of Governors under the chairmanship of Geoffrey Heyworth (later Lord Heyworth) who was then Chairman of Unilever Limited. As a non-profit-making institution, the College was officially recognized as a charity, finance initially coming from public companies in the form of seven-year covenants or annual donations, the balance of income, about half, being covered by fees.
