Reorganization is always subject to limitations imposed by the situation in which it takes place. In India certain restrictions are imposed by industrial legislation. No reduction in the number of jobs is permitted without the written permission of the recognized trade union or an award of an industrial court. One of the major problems is the enormous unemployment, both real and potential. Because of this, 'rationalization' embarrasses the Government and is resisted by workers and trade unions. Shortly after the experimental shed had started, an agitation directed against 'rationalization' flared up all over India. Members of Parliament and prominent labour leaders made speeches demanding the banning of all new machinery that required fewer workers. In Ahmedabad, processions of protest were held daily.
