ABSTRACT

The first step in the implementation of reorganization was the setting up of the Development and Research division. Since the Managing Agent had always played a leading part in development and research, the new division was put under his control. That he would be taking two roles, one as Managing Agent and a second as Manager, Development and Research division, and that any specialists appointed to the division would be reporting to him in his second role, was made explicit. Seven possible sections were required concerned with spinning, weaving, processing, design, engineering, marketing, and organization. In addition a statistical section was required to serve all sections, as well as to investigate record-keeping problems in the mills. One section was already in existence—the experimental design studio. A second—weaving—was in embryo, in that the experimental non-automatic shed had been established. It was possible to set up two other sections immediately, since the work of both the Bleaching Superintendent and the Chief Engineer was, at the time, far more concerned with experimental work than with production. The Production Controller, from the Works Manager's office, was appointed to take charge of the statistics section, though he could not, like the others, move over so quickly. The work on which I was engaged was also seen as forming the basis of the section dealing with organizational problems.
