It is at this stage that we must turn from the so-called pillars of the Welfare State to what might be termed the lesser orders of statutory social policy (see above p. 186). This will scarcely mean an abrupt change of direction, however: more a gradual tailing off in the scale of the evidence to be considered, since the more limited or specialized the service the more limited, by definition, must be its capacity either to be affected by or to respond to New Commonwealth immigration. Yet even this remark requires qualification. Employment services, whether geared to youth or adult requirements, were hardly less than comprehensive in their potential responsibilities: they were merely strictly limited in the extent to which they could either command or deliver the goods.
