The Director of Public Prosecutions has been engaged in the necessary steps to ascertain the identity of the persons responsible for the article in the Workers’ Weekly. The Editor has accepted responsibility and has been arrested. The raid and the arrest were carried out on the authority of a warrant granted by a stipendiary magistrate. The Editor is being charged with an alleged offence against the Incitement to Mutiny Act, 1797. Yet MacDonald and his Cabinet were fated to find the re-gathering of Parliament on September 30th a much more dangerous experience than they had imagined. Keynes concluded meaningfully: Probably not less than 10 per cent of the British electorate are natural Radicals. Their mentality and their feelings and sometimes their class sympathies are distinct from those of the typical Labour enthusiast. Their proper place is outside the Labour Party.
