ABSTRACT

Tothispointwehaveconsideredthebehaviorofvotersandresultingvoting outcomeswhentheagendaisexogenouslyfixed.Inthisrespect,wehaveremainedwithintheframeworkoftheclassicaltheoryofvotingestablishedby BlackandFarquharson.However,boththelogicofthetheoryandpractical politicalwisdomsuggestthatcommitteevotingoftenplaysoutinanessentiallymechanicalfashionandthatwhatisofgreaterinterestandimportance ishowthevotingagendagetsestablishedinthefirstplace.Thecommon politicalaphorismthat'hewhocontrolstheagenda,controlstheoutcome' nodoubtisanexaggeration,butithighlightsanimportantlimitationofthe classicaltheoryofvoting.Therefore,theattentionofvotingtheoristsover thelastdecadeorsohasturnedincreasinglytoagendacontrolandformation. Anobjectivehasbeentomakeagendaformationendogenoustothetheory ofvoting.Theremainingsectionsconsidereffortsalongtheselines.
