ABSTRACT

In the previous section, we examined the extent to which an agenda setter could control voting outcomes. But we did not consider the motivation of the agenda setter and how he might exercise this control in the service of his preferences. In this final section, we consider how a monopoly agenda setter, a 'gatekeeping' agenda setter, and competing agenda setters might exploit their control. We also consider how an 'open' agenda formation process might work. In each case, we try to identify sincere and (especially) sophisticated outcomes of the overall process of agenda formation and voting.
