ABSTRACT

Our discussion begins in Section 3.2 with a simple but useful model of local behavior, based on the standard theory of the consumer. This model is, however, subject to several limitations, and the thrust of most recent research has been to develop more explicit models of the local political process. Section 3.3 presents perhaps the most popular of these, the median voter model. Section 3.4 presents a variant of the standard model involving selfinterested bureaucrats, and also considers the implications of household mobility for the median voter model. In Section 4, the issue of household mobility is pursued at greater length.
