ABSTRACT
The State Must First Fulfil its responsibilities with regard to its own institutions. It is then up to the State to create the conditions in which a plurality of cultures can express themselves. Finally, as decentralization gets underway, it must represent an authority enabling certain safeguards to be maintained and guaranteeing a right of appeal.
