ABSTRACT
As we Underlined in the first part of this report, one of the principal weaknesses of current policy is not injecting enough unity into the range of actions undertaken. In both deeds and discourse, too heavy an emphasis in placed on the specificities of each measure and sector, thereby encouraging forms of corporatist narcissism and, above all, weakening the global legitimacy of State action in the cultural domain.
