ABSTRACT
The measurement of growth is complicated not so much by statistical sleights-of-hand as by the fact, already referred to, that aggregate totals in Soviet prices do not measure use-value, the price indices that are used tend to understate price rises, and various forms of waste (e.g. unnecessary goods transportation to fulfil a plan in tonne-kilometres) are included in ‘output’. But this is not the place to discuss statistics.
