It is not our purpose to inquire in this connection whether a homogeneous capital market actually forms or whether in its place separate markets arise between which the rate of interest is not wholly equalized. We have already explained in its proper place the fact that the cases of the weakest debtors, exposed to usurious exploitation, detach themselves from the well regulated capital market and give rise to the prices of usury.
