the cement industry was well organized in 1939 and wartime control and planning of the industry was done jointly by the Government and the industry. The normal economic forces were in abeyance but some firms went into the war on the tide of an expansionist wave, whereas others were more or less stationary. In 1942 Mr Miller of Eastwoods was speaking of plans for post-war expansion. In the same year the APCM acquired the Barnstone Cement Co. Ltd, a small works in Nottinghamshire. In 1944 both the Rugby Co. and the Tunnel Co. announced that plans for expansion were ready, and the APCM spoke of the urgent need for considerable capital expenditure, especially upon major maintenance and renewal.
