ABSTRACT
Water conservancy has ever been a touchstone for judging the competence of China's rulers. It vitally affects the life and livelihood of the people at several points—flood prevention, irrigation, navigation, while to these three has now been added a fourth, hydro-electricity. Large-scale water conservancy projects have been undertaken almost exclusively by the state at all periods of Chinese history. 1
