Expenditure on advertising had been stepped up since 1896. £2000 was spent on promoting Diamond Queen cigarettes in Birmingham and Liverpool during 1897; £5000 was provided for Gold Flake tobacco and cigarettes during 1898; £4000 was allotted for pushing Capstan cigarettes in 1900. And these amounts were in addition to regular charges for advertising, including showcards and newspaper advertisements. Yet the fact remained that directly on advertising Wills was still spending, on average, less than £5000 per year.
