ABSTRACT

Gregor Gysi was a lawyer who made his reputation through the defense of East German dissidents. In December 1989, he succeeded Egon Krenz as General Secretary of the SED, which under his leadership transformed itself into the PDS. He now serves in the German Bundestag. The capital must be a great city, and Berlin was the German capital during that brief period in which there was a united Germany. But there is a more serious reason: if the capital is located in the eastern part of the state, this could result in initiatives to develop this part of Germany. If, instead, the capital remains in Bonn, the eastern zone could remain too distant, and therefore all questions relating to the development of its infrastructure would take on a secondary importance. Thus, there would not be pressure to build economic and social equality between the two areas.
