ABSTRACT

The reunification of Germany means a new Europe, but the left is absent from the discussion of its contours. Here are ten conditions that the new Germany could fulfill to contribute the security, well-being, progress and political pluralism of the rest of Europe, and the world. The Constitution should state that Germany would never make or possess nuclear weapons, station armed forces outside its borders. Bonn should remain as the capital of the new Germany. A reunited Germany should be urged to outlaw industrial production of offensive weapons and especially chemical warfare capability. Germany should support the pressure from the French government and from Jacques Delors, president of the European Community Commission, for greater European unity and a transfer of some sovereignty from national governments to a more democratic European structure. Finally, German companies installing themselves in Eastern Europe should follow the same rules in the treatment of their new employees as they do under present West German law.
