ABSTRACT

This chapter discusses the unsigned editorial appeared in the Japan Times on 6 July 1990. This week the two Germanys are struggling vigorously with the challenges and consequences of the formal economic union that went into effect on Sunday. Thus far, the process has met few snags. Except, that is, among non-German commentators. German power will ensure that there will be none. So the question is less one of anchoring Germany than of conceding the head seat at the table to the German government that shortly will re-establish Berlin as Europe's most important capital. This means that the formal economic union proclaimed this week, and the complete unification of Germany that should follow, perhaps before the end of the year, is the revolution that counts in the dramatic changes we have witnessed since last summer. German power, like Japanese power, is based not on arms or superpower pretensions, but on the economic discipline and social creativity of an entire society.
