ABSTRACT
The project has evolved many times as it has developed. At the start of the project only the underground laboratory was announced, and since it is a geological laboratory it would contain no radioactive material. A lateral project, is a variation of the original project, which takes into account the views and expressed needs of allies. This notion originates from the work of Edward de Bono, who developed the concept of ‘lateral thinking’, a method which allows a debate to take into account the creative contribution of all the participants. The lateral project may only be one part, or a phase of the originalproject. Often, the project on which everyone agrees is only one part of the original project. The principle of the lateral project is that the original project can change without changing the benefit that is expected of it.
