ABSTRACT
Recreational use of marine waters requires the provision and subsequent management of specialist facilities. To undertake this development requires understanding the complex organizational structure operating in coastal areas and, particularly, understanding the town and country planning system. This section, therefore, deals with the legal context in which the development of recreation facilities takes place, concentrating particularly on the planning system in England and Wales. It is not concerned with the management of recreational facilities.
