Vietnam's economic crisis had hit this sector; and due to Vietnam's conflict with China, textile industry suffered from a lack of raw materials. The only branch of industry that employs more workers is that of food and foodstuffs, which employed 30 per cent of the total industrial work force in 1990. The reforms of 1985, which included the decision to abolish the system of state subsidies and the system of subventionary goods for state employees, had only a minor impact on textile production. This first attempt at making fundamental economic reforms in 1985 was not successful, and the economy became quite chaotic as a result of macro-economic instability. The concept of Doi Moi dates back to the period just after the Sixth Party Congress. Furthermore, a labour market and wage system were indispensable for the creation of a cost-benefit system.
