ABSTRACT
The simple question is: are we Europeans here as the masters and governors, or as the unresisting prey, of the scum of China? Are our lives, property, and daily comfort to be at the mercy of the criminal leagues that now endanger them, under the benignant imbecility of the British statute-book, or are special laws to be enacted, and special regulations sternly enforced, with the avowed object of controlling those who laugh at every form of Government but that which is swift of foot and heavy with an unfailing hand?
