The early transitional period was marred seriously by the Khmer Rouge refusal to participate in the disarmament phase, which was then viewed as essential. The political transition from a position of relative strength to one of relative weakness. The consequence of political marginalisation or exclusion where that exclusion is rendered absolute or extreme by the absence of institutionalised opposition; that is, the absence of a role and place for the losers. The Khmer Rouges acceptance of the Paris Peace Agreements (PPA) had depended significantly on the aspect of the settlement, for it meant their own elevation and simultaneously the disempowerment of their opposition. The Khmer Rouge admitted the difference between political policy and public rhetoric and propaganda in their diplomatic manoeuvres. Political planning and work began almost immediately, further suggesting desire to participate politically in the peace process.
