ABSTRACT
The foreign relations of any country and particularly the USSR strongly reflect internal politics and power rivalries. For the Soviet leaders it is imperative that the Soviet Union prevail in the international arena, but what really matters most to them is their position within the power structure of their country. It is difficult, therefore, to separate leading Soviet personalities' views on any particular foreign issue from internal Soviet factors.
