ABSTRACT
Two basic and interrelated factors are turning the Indian Ocean into a major zone of power rivalry for the coming decade. The first is Persian Gulf oil and the second is the strategic advantage (or disadvantage) emanating from a presence, power balance, or military tactical hegemony in the region.
