ABSTRACT
The First Seven-Year Development Plan had given formal recognition to the concept of economic development as a national goal in Iran, and represented a first attempt at allocating the country's resources according to a development strategy. It had created, also, a planning authority which could operate outside the ‘soggy mess’ of the government bureaucracy.
