One of the significant developments in Africa in 1986, on the positive side, is the transition from a uniformly disastrous situation to one that is distinctly marginally better, at least for some countries ... On the negative side, there was a slump in Africa's export trade in 1986, unprecedented perhaps since the Great Depression, resulting in a catastrophic drop in export values and an escalation in the deficits on the current account.
