David Tighe, an engineer from Quebec, compared transfer of labour- intensive and capital-intensive technologies. The transfer process has for the most part been supply-dominated and has therefore not responded effectively to the needs of developing countries. The import-substitution strategy of most developing countries has thus been found wanting. The terms and conditions of transfer also have a bearing on the effectiveness with which technologies are internalised in the production functions of developing countries. Ahmed Shibli picked up the point about the soft-skills side of technology transfer but suggested that science transfer is more important than technology transfer. Transfer of technology and information is even failing within individual countries.
