ABSTRACT
ON 10 December 1957 the Soviet government addressed a note to the government of Israel, with a proposal for action in the UN 'for the prevention of a new war and the use of nuclear arms [and] for taking measures to improve relations between states'. The motive for sending the note - which was probably sent to all member states of the UN with whom the USSR maintained diplomatic relations - was the assembly of the NATO Council in December 1957, which the Soviet Union thought would discuss 'ways and means to increase the arms race; planning new strategic programs; making extensive use of nuclear arms; and turning the territories of NATO members into US storage bases for nuclear and projectile armaments'.
