ABSTRACT

The mandate for United Nations Transitional Authority in Cambodia (UNTAC) is derived from the Agreement on a Comprehensive Political Settlement of the Cambodian Conflict, those 'Paris Accords' whose signatories agreed to confer upon the United Nations 'all powers necessary to ensure implementation' of the settlement. Among the military functions entrusted to UNTAC, mine clearance was the one which contained a major information element, namely mine awareness. UNTAC's mandate in the human rights field thus clearly extended into the fields of education and of democratic institution-building. The chapter discusses three selected functional activity areas of Info/Ed that were novel and advanced mission goals in an important way. These were: the Analysis Unit; Radio UNTAC, which was the part of the Production unit and which probably had the greatest positive effect on the mission; and the Control Unit. Radio UNTAC was, according to most observers, one of the prime success stories of the UN operation in Cambodia.
