ABSTRACT

Our negotiations with the Community from 1970 to 1972 seem in retrospect to have proceeded under a lucky star. And not only in retrospect; for my part, I was conscious throughout that the general movement of major events, and the general attitude of the major personalities involved, this time favoured success. Between 1961 and 1963 the opposite seems, looking back, to have been the case. Events and personalities conspired to diminish our prospects as time passed.
