ABSTRACT

In this chapter, the author describes briefly the organisation adopted for the purpose to cope with the Brussels negotiations in the Foreign Office. The organisation described in this chapter worked, first through Mr. Ford and later through Mr. Robinson, to the author himself. The structure of the Delegation, as also the co-ordination of policy in Whitehall, was considerably simplified, as compared with the 1961-63 situation. The Delegation as announced in April 1970 remained unchanged throughout the negotiations, except for the withdrawal of Sir J. Marjoribanks when he reached retiring age in March 1971 and left Brussels. A new 'Ministerial Committee on Europe' was set up on 18 November, 1971. It did not supersede the Ministerial Committee on the Approach to Europe, as it was given rather different tasks less directly concerned with the negotiations. In this chapter the author summarizes briefly a subject which, if thoroughly treated, would require a report and indeed documentation.
