ProfessorDavidVital'ssecondpublishedbook,TheMakingofBritish Fore华门 Po/icy (1968),analysedthemechanismsinvolvedinshaping Britishforeignpolicy.Longbeforethat,becausetheBalfour DeclarationcommittedEnglandtosupportforaJewishnational homeinPalestineandBritain'sLeagueofNationsmandategaveit responsibilityforgoverningtheHolyLand,Zionistleadersduring theinterwarperiodwereveryinterestedinlearninghowBritish foreignpolicywasdetermined.Forexample,in1930,Chaim Arlosoroffwroteanarticleentitled'TheColonialOffice'basedon SirGeorgeV.Fiddes's1926bookTheDominionsandtheC%nia/ Office,oneofthevolumesinhisWhitehallSeries.Arlosoroffalso translatedintoHebrewBarthWilliams'sbook,TheBritishEmpire(in Hebrew,1930).Itisobvious,then,thattheearlyshapingofpre晴 ZionistJewishattitudestoEnglandseemsparticularlyappropriate tothisjubileebook.
