ABSTRACT
I wish to support the proposal to hold a Negro Congress at Moscow. I directed the attention of the Presidium to the two Bourgeois Congresses of Negroes held last summer under Garvey and Du Bois respectively,2 and the confusionist effect of their propaganda.
