More advanced tools and devices to influence behaviour and intentions also lie to hand. Some of these are harmless, if noxious; others involve substances or processes which fall under the Chemical Weapons Convention agreed in 1989. This chapter will, however, concern itself with one instrument which is ethically uncontestable. Moreover, enough empirical evidence exists to give the West the confidence to use it in order eventually to promote more willing compliance with its objectives.
