Taking the Lead

The components and parameters of a strategy for the non­ belligerent management of crises have been adequately explored. We have examined the techniques of dealing with adversaries peaceably but effectively, traced the building blocks which can enable diplomacy to do its work and measured these against some of the world’s most complex areas of hostilities, including the Middle East. What remains to be provided is the political impetus for a deliberate changeover to these strategies, and an appropriate framework within which this can take place.
