Disputes about service charges arise mainly under two circumstances:

Disputes between two or more tenants in the same office building or shopping centre, concerning the contributions levels paid by the tenants towards the running costs of the building or shopping centre.

Disputes between one or more tenants and the landlord, concerning the landlord’s request for contributions to certain items, especially the replacement costs of air-conditioning, roofs or lifts or the removal of items such as asbestos.
