ABSTRACT
The aim of this final chapter is to explore the process of change in reforming 14–19 qualifications and to suggest what might be involved in moving towards a unified qualifications system. It begins by making a number of conceptual distinctions which are intended to clarify the reform process. It then discusses barriers to change in the English system. This is followed by an exploration of reform strategies. Finally, the chapter restates a vision of a unified system.
