ABSTRACT

A learning city inspires citizens to contribute to city life and culture by building a database of their skills, knowledge and talents and encouraging them to make them available to others. A learning city is also a contributing community. It is a two-way celebration process in which citizens both develop and donate skills, talents and knowledge for the wider benefit of others in the community. This, properly managed, is one of the largest resources available to every organization and every individual in the learning city. Learning cities can build upon national statements of intent by providing the means by which people of all ages can make their own contribution to the community in which they live, and by challenging them to do so through innovative projects to satisfy pressing needs. People do voluntary work to qualify for help when they become infirm.
