Background

A model of staff selection must be as reliable and valid as possible. Reliability and validity are very difficult issues to measure in practice. Therefore, it is important to build upon the extensive research knowledge in personnel selection and to utilize processes with validity. In order to transfer knowledge effectively from personnel selection, the model must also embrace an understanding of the context of contemporary residential care. A job analysis is an essential part of an effective recruitment and selection strategy in residential child care. Decision-making error may be reduced by a number of general strategies as well as by some which are specific to the decision-making phase of staff selection. Equal Employment Opportunity (EEO) issues appear repeatedly in the personnel selection literature. In the United Kingdom and United States it has been a large political issue in personnel selection over many years, with most of the concern being related to issues of sex and race.
