ABSTRACT

Strategic planning has attracted serious attention. Most educators worldwide, following the lead of industrialists, have begun or will begin some sort of strategic planning. This chapter defines an alternative framework to the conventional organizationally focused approaches, and suggests a megaplanning focus thatwill better assure that learners and society are well served. We suggest a holistic-strategic planning framework, and identify how it will provide the rational database for defining curriculum and instruction that will be responsive and responsible. The framework presented here has been the basis for several operational applications worldwide.
