ABSTRACT
People born deaf or who lose their hearing in the first two years of life cannot learn spoken language and, thus, commonly become known as deaf-mutes. This term causes considerable confusion, because, with rare exceptions, children born deaf have perfectly sound vocal organs and unimpaired language faculty that simply cannot “get working” as they normally do in hearing children. This apparently simple fact is in reality fraught with implications.
