Russia: Higher Education and Change

The breakdown of the unified educational complex, as a result of the collapse of the USSR, has had a considerable impact on univer­ sities and other institutes of higher education. Although higher edu­ cation was administered by different republican and all-union or national government ministries, all fundamental decisions (such as creating new institutes, specifying the nomenclatures of specialties, defining the quantity of admitted and graduated specialists, elabo­ rating educational programs and curricula, preparing and issuing textbooks and professional magazines, guaranteeing graduate em­ ployment, and so forth) were taken and maintained on the all-union level.
