ABSTRACT

Virtually all higher education systems face the challenge of preparing their nations youth for survival and success in a complex, knowledge-based, post­ industrial society. The rapid expansion and growth experienced by many higher education systems in Western Europe over the last 50 years has exac­ erbated this challenge. Higher education systems have been struggling with the often conflicting public demands to accommodate larger and larger num­ bers of students while simultaneously providing them with a quality educa­ tion (Neave, 1985; Perkin, 1977; Teichler, 1977).
